SKM’s 3rd Government Formation Day Celebrated

The state government celebrated Government Formation Day on the occasion of the completion of the glorious three years of ruling government at Manan Kendra, today.The programme was graced by the  Chief Minister P. S. Tamang as the chief guest in the special presence of CM Madam Krishna Rai, Speaker SLA, Dy Speaker, Council of Minister, MLAs, MP (Lok Sabha), Political Secretary to CM, Advisors, Chairmen, Chairpersons, Mayor Gangtok Municipal Corporation, Counsellors, Zilla Adhakshyas, Chief Secretary, ACSs, Pr. Secretaries, Secretaries, HoDs, officials, and others.

Addressing the august house, the  Chief Minister, at the outset expressed his heartiest gratitude to the people of Sikkim for their invaluable support in registering the victory of the SKM party and bringing them to power.

He also paid his deep gratitude to the  Prime Minister Narendra Modi,  Union Home Minister Amit Shah and Governor Ganga Prasad for their guidance,  and support to ensure good governance for the welfare of Sikkim and the people.

He also acknowledged the role of the entire government machinery right from the top hierarchy to the bottom line for their outstanding support in the functioning of the government.

Speaking in the context of the formation of the  Government., the Chief Minister affirmed that the ruling govt has accomplished the expectations of the first three years, undoubtedly.

He also recalled the role of the govt. in maintaining law and order/peace and tranquillity in the state soon after the formation of the new government. in 2019 with zero enemy principle.


Chief Minister Tamang, In his address, considered each government employee as a member of the governing team and outlined the importance of unity in the functioning of the government.


He also informed that the  State government was under the burden of liabilities of around eleven thousand crores at the time of formation of the new government and while taking the responsibility on account the ruling govt. is settling the due credit gradually.


He elaborated on the austerity measures adopted by the state government to reduce expenditure and utilise the amount for the welfare of the people.


He advised the government employees to take strong commitment with utmost seriousness and sincerity in delivering the best services to the public with dedication in the years to come.


The Chief Minister also said that the state government has ensured absolute freedom to the media fraternity. He added that ten journalists every year would be sponsored by the government for exposure trips outside of the State.


The Chief Minister announced to hand over pension benefits on the date of retirement and to consider leave on duty for two months for the employees before getting the retirement.


He also announced the enactment of the Sikkim Service Delivery Act 2022 in the state for effective implementation of the working mechanism, under which the designated officer has to ensure delivery of applied documents within the stipulated time period. The best performing officer will be rewarded and also the inordinate delay in work delivery will also be noted as a penalty.

He also announced to double the duration of maternity leave for teachers from existing six months to one year and paternity leave of one month for their husbands.


The Chief Minister also elaborated on various developmental works and the achievements made in various sectors including education, health, law and order, film making, agriculture, animal husbandry, rural development, telecommunication, road connectivity, social justice etc.


 Political Secretary to CM Jacob Khaling in his address recalled the struggle and challenges undergone by the ruling party before coming to power and congratulated everyone on the anniversary of Government formation day.


Articulating the importance of the day, Shri Khaling requested the govt. machinery which includes both the executives and the legislatures to introspect their work contribution and committed service during the last three years and to review the achievements.


He stated that politics is inseparable and indispensable in human society and added that the form of the non-political celebration held today reflects the aspirations of the people who represent the grass-root level who have benefitted from different progressive policies under implementation. Hence, the legislatures and executives are interconnected as the foundation of political development, said Mr Khaling


He also touched upon noble thoughts expressed by great philosophers like Aristotle and Plato with regard to the welfare of the people.


He applauded the pragmatic leadership of Chief Minister PS Tamang for ensuring equal justice with much-admired human quality of simplicity, honesty, determination and utmost care for all the people in the last three years. He urged everyone to adhere to the directives positively and consistently take it forward to onward action.


Similarly, Additional Chief Secretary cum Development Commissioner V.B Pathak enlightened all about the achievements attained in the three years of governance under the leadership of Chief Minister Prem Singh Tamang. He said that the freshness of approach and farsightedness of the  Chief Minister has been duly translated into an array of decision-making, policy interventions, project implementation, and development plans which have been successfully implemented by the departments resulting in trailblazing changes.


Pathak said that in the short span of three years, the Government has been able to successfully encash the demographic dividend by making steady, holistic, and persistent growth in all sectors. Be it health, education, tourism, agriculture, skill development, or information technology, the Government has stood firm in its commitment to providing the best of services to the State and its people. He briefly discussed different initiatives undertaken and accomplished by the present government.


Earlier, Chief Secretary SC Gupta proposed the welcome address and mentioned that the state has witnessed positive change in the last three years despite trials and tribulations created by the COVID-19 pandemic. He added that in spite of all odds Sikkim has seen numerous developmental works supported by many welfare-oriented policies and programmes.


The programme also saw the release of the book titled, Three Years of Good Governance, designed and published by the IPR Department. The department also presented a short and interesting video to showcase the accomplishments of the Government achieved in the last three years.


The programme began with the offering of a flower bouquet to the Chief Minister and dignitaries by the Chief secretary which was followed by the lighting of the lamp.


The programme concluded with the vote of thanks proposed by the Secretary of Culture Department, Karma R. Bonpo.
